CitiStat/StateStat
Metrix Technology Engineering's principal co-founded Baltimore's nationally acclaimed CitiStat program, a data-centric approach to executive and operational management of City resources. The real-time performance measurement and management accountability toolset has produced over a $300+ million positive impact to date. CitiStat was applauded in the April 25, 2005 issue of Time Magazine, which recognized Baltimore's Mayor Martin O'Malley as one of the top five mayors in the U.S. It is no surprise that Maryland Governor O'Malley quickly initiated a StateStat program upon assuming office in early 2007. The state version of the program has been applied to a plethora of functions and services... from motor vehicle agency wait times to ex-offender re-entry to job creation to even the health of the Chesapeake Bay.

3-1-1 Customer Relationship Management
Metrix Technology Engineering's principal designed, implemented and managed the City of Baltimore's "3-1-1 One Call Center" and CitiTrack Customer Relationship Management (CRM) system, which serve as the common, standard, comprehensive customer service platform for internal and external call-intake, emergency dispatch and work order management throughout the municipal government. The Consultant seamlessly integrated the nation’s first 3-1-1 Police non-emergency response center with a world-class, all-inclusive city services contact center to create a true “one call to City Hall” portal for constituents, visitors and commerce partners.

Municipal CCTV Surveillance
Metrix Technology Engineering conceptualized, specified and project-managed the installation of 1050+ wired and wireless CCTV (closed circuit TV) cameras distributed throughout a major eastern U.S. city, including the downtown business district, neighborhoods, Housing Authority residential campuses and city schools, resulting in a double-digit decline of crime as well as providing for enhanced homeland security in the areas of CCTV deployment.

Specified, procured and implemented a multi-purpose, vehicle-portable license plate recognition camera technology serving the needs of homeland security, public safety and parking enforcement.

Provided executive management oversight on major public sector business process re-engineering/technology implementations including integrated collections, cashiering and payment processing; revenue management; parking, towing and impoundment; electronic time and attendance; outsourced, third-party payroll processing; and, E-business/web-enablement.

Guided a major city through the specification, procurement and successful implementation of its first and present long-running IT outsourcing contract for enterprise network maintenance, application programming support and help desk services.

Other Selected Projects - State Government

Established a state's first and core cybersecurity presence, governance and capability. Created statewide and agency information security policies, plans and procedures; authored state cybersecurity breach law; implemented a nationally recognized awareness training program; and, as part of an enterprise "cyber hygiene program," placed all agencies on a continuous diet of threat monitoring practices and vulnerability assessments. Partnered with stakeholders and industry groups, public and private, including MS-ISAC (Multi States - Information Sharing and Analysis Center), DHS, FBI, National Air and Army Guards, public utilities and technology solution providers.

Led one of the largest ARRA-funded state fiber-optic construction projects resulting in the implementation of 1,294 miles of new fiber, incorporation of 2,456 miles of exisiting fiber and the connection of over 1,000 anchor institutions located within every county in the State of Maryland.

Provided technical, contractual, budgetary and legislative leadership for Maryland's FIRST (First responder Interoperable Radio System Team) which provides seamless, interoperable wireless voice and data communications to first responders, public safety officers and other state and local users. The 700 MHz radio system replaces 16 state agency radio systems and interoperates with, or potentially replaces, many of the systems owned by Maryland's 22 counties, 157 local municipal governments and 14 state colleges and universities.

Promoted, designed and implemented a "cloud-first" technology architecture where feasible, secure and fiscally justified. Successfully implemented cloud-based applications including: statewide consolidated electronic messaging and collaboration services; statewide records management (RMS) for public safety departments; customer relationship management (CRM) back-office services for the state highway administration; and, an eGOV portal featuring Central Business Licensing and other government-to-business and government-to-citizen transactional services.

Led an Enterprise Resource Planning (ERP) Human Resources/Talent Management System project. The multi-phase project, consisting of enterprise recruitment, classification and testing as well as core human resources, benefits, time collection and employee self-services, is cloud-based and serves 55,000 employees.

Applied direct oversight, contract management and/or consultation to the State of Maryland's enterprise Project Management Office that owned a portfolio of 50 major projects worth $1 billion. Representative projects included: Statewide Personnel System ($66M); Modernized Integrated Tax System ($50M); Educational Longitudinal Data System and numerous "Race-to-the-Top" Projects ($25M); Medicaid Enterprise Restructuring Project ($169M); Statewide Computer Aided Dispatch/Records Management System ($27M); Statewide Public Safety 700 MHz Wireless Communications System ($370M); Offender Case Management System ($30M); Enterprise Cloud Messaging and Collaboration Services ($7M); and, numerous other agency-specific endeavors.
