Metrix Technology Engineering is a management and technology consulting firm that focuses on helping government agencies conceptualize, plan, implement and operate technology systems. Areas of specialty include: n-1-1 customer relationship management, CitiStat & StateStat real-time performance measurement and management accountability processes, situational awareness and other GIS related capabilities, business process engineering, strategic planning and technology assessment, cybersecurity hardening and general program/project management services.
Metrix Technology Engineering's founder and principal Elliot Schlanger spent 22 years in private industry managing technology for the engineering and construction division of a Fortune 100 conglomerate before transitioning to the public sector. With a desire to apply his private-sector honed business process engineering skills to government, the firm's founder served as the first Chief Information Officer of Baltimore, MD, a position which he held for seven years. It quickly became apparent that government agencies had much "trapped value" that could be released with the correct mixture of executive leadership, process re-engineering and technology implementation. Under the mayoral term of Martin O'Malley, such initiatives as CitiStat (which later morphed into StateStat), 3-1-1, and CitiTrack Customer Relationship Management not only provided great returns for the local government and its constituents, but also became the model for many other jurisdictions to follow. During those early years, over 300 cities, counties, states, countries, kings and queens came to visit Baltimore to see how government was managed efficiently and effectively each and every day. Many walked away with a new vision as to how to run their own constituency.
Later on, Maryland Governor O'Malley tapped on Elliot again to serve as the state's first Secretary of Information Technology and Chief Information Officer, charged with creating a new cabinet-level Department of Information Technology with centralized authority for statewide IT policy, major projects, enterprise standardization and consolidation, and an annual IT spend of approximately one billion dollars. Elliot became a trusted IT advisor to all state agencies, elected officials and affiliated interest groups, while building upon his expertise of IT procurement, contract management and legislative matters as applied to state and local government. After a long string of successes and awards, and one of the longest runs ever by a state CIO, Elliot answered another Governor call to assume responsibility for statewide information security as Maryland's first Director of Cybersecurity and Chief Information Security Officer. Under this tenure, Mr. Schlanger developed a Governor's Cybersecurity "Call to Action" detailing five straight-forward steps to raising a state's security posture and implemented an enterprise cybersecurity awareness training program that has become a national model.
